Catalyze Reform is flexible and can provide a range of expert services, at no cost to the client community or community group.

Catalyze Reform experts can advise about specific incidents, policies, or training needs, or they can provide ongoing support during an extended reform effort or to assist a citizen commission.

  • Catalyze Reform can review incidents, data, internal investigation reports, oversight structures, and policies and report our observations and recommendations to the community groups and/or on behalf of community groups combatting systemic racial inequities and other abuses.

  • Catalyze Reform can advise on advocacy strategy and communications. We can also conduct advocacy on behalf of the community group.

  • Catalyze Reform can advise on coalition-building and community engagement. We can also coordinate community engagement on behalf of community groups.

  • Catalyze Reform can provide training to community groups on reform, independent police oversight, constitutional rights, civil rights laws, and other topics. We can also work with community groups to put together trainings for local government leaders.

  • Catalyze Reform experts can conduct confidential reviews and produce redacted reports. The benefit of this service is that the city or county will not have to pay, and the community group directs the scope of the review.

Community groups know what they need and don’t need governments unduly constraining, let alone directing, reform efforts. The community should be in the driver’s seat, with subject matter experts available to advise along the way.
